Get Your OTR Ready First

This notification leaves no room for last-minute registration. The commission states that an O.T.R. number is mandatory, and candidates who do not have one must obtain it from the OTR portal at least 72 hours before submitting the online application. You can register at the OTR portal. Only after the OTR number is generated can you apply through the commission's website.

The OTR also does most of the typing for you. Once you authenticate, your personal details, address, category and similar information are pulled into the form automatically, so only the qualification details for the post are filled in separately. The flip side is that the commission treats these details as final. If you need to change something in your OTR profile, you must synchronise it on the dashboard, otherwise the change will not be allowed. Candidates claiming reservation must have their category or sub-category entered in the OTR column, because the form reads it from there.

Who Can Apply

Age Limit

Candidates must be at least 21 years old and not above 40 years on 1 July 2026. In practice, that means the date of birth should fall between 2 July 1986 and 1 July 2005. For PH candidates the maximum age is 55 years, which means they must not have been born before 2 July 1971.

Category Upper Age Relaxation
SC, ST, OBC of U.P., skilled players of U.P. (classified games), U.P. State Government employees including Basic Shiksha Parishad teachers and staff, and teachers and staff of Government Aided Madhyamik Vidyalayas of U.P. 5 years (not born before 2 July 1981)
Persons with disabilities (PH) of U.P. 15 years
Emergency Commissioned Officers, Short Service Commissioned Officers and Ex-Army Personnel of U.P. 3 years plus the period of Army service
Research Scholars of the Chief Minister Fellowship Programme Up to 3 years, depending on tenure completed

For research scholars, a tenure of 1 year earns a relaxation of 1 year, 2 years earns 2 years, and 3 years or more earns 3 years, with the tenure counted as on 1 July of the advertisement year. Those who already qualify for another age relaxation will not get a separate one. Candidates claiming more than one concession get only the single most beneficial one.

One condition matters a lot here: reservation and age relaxation are available only to candidates who are permanent residents of Uttar Pradesh. SC, ST, OBC, EWS, freedom fighter dependents, ex-servicemen, sportspersons and PH candidates from outside U.P. do not get these benefits. For women candidates, the caste certificate issued on the father's side is treated as valid.

Educational Qualification

For Samiksha Adhikari, the base requirement is a bachelor's degree from a university established by law in India, or a qualification the Government recognises as equivalent, held on or before the last date for online applications. Some posts add specific requirements:

Post and Department Qualification
Samiksha Adhikari / Sahayak Samiksha Adhikari - U.P. Secretariat and Board of Revenue Bachelor's degree, O Level certificate from DOEACC Society or equivalent, and a minimum Hindi typing speed of 25 words per minute. Knowledge of English typewriting is preferred.
Samiksha Adhikari / Sahayak Samiksha Adhikari - U.P. Public Service Commission Bachelor's degree, a Diploma in Computer Science from a recognised institute or university or the O Level certificate, and a minimum Hindi typing speed of 25 words per minute. English typewriting is preferred.
Sahayak Samiksha Adhikari - Office of the Advocate General, Allahabad High Court Bachelor's degree, O Level certificate from N.I.E.L.I.T (erstwhile DOEACC) or equivalent, and a minimum speed of 25 words per minute in Hindi typing on computer. Good English typing knowledge is preferred.
Samiksha Adhikari (Account) and Sahayak Samiksha Adhikari (Account) - U.P. Secretariat Bachelor's degree in commerce with Accountancy, O Level certificate in Computer Application from a Government-recognised institute, and knowledge of Hindi written in Devnagari script.
Manager, Care-Taker, Receptionist (Swagati) and Store Keeper - U.P. Public Service Commission Bachelor's degree from a recognised university, with post-specific preferential qualifications listed in the notice.

The preferential qualifications for the last four posts include courses in cookery, bakery or hotel management and catering, knowledge of horticulture and accounts rules, administrative experience, experience in store maintenance, and a degree with subjects such as History, Geography, English Literature, Anthropology or Architecture. Since these differ from post to post, read the exact wording in the official notice. If you apply to a post with specific educational qualifications, the notice says you must give your options clearly. Candidates who have served in the Territorial Army for at least two years, or hold an NCC B certificate, get preference when other things are equal.

Candidates must possess all the required qualifications by the last date of application, and candidates still appearing in the essential qualification examination should not apply. The commission also does not advise anyone on eligibility, so check the conditions yourself before applying. Marital status rules apply too: a male candidate with more than one living wife, or a female candidate married to a man who already has a wife, is not eligible unless the Governor has granted an exemption.

Candidates who clear the Preliminary Examination will fill a second application for the Main Examination, with a separate fee: Rs. 225 for Unreserved, EWS, OBC and candidates of other states, Rs. 105 for SC and ST candidates of U.P. and for Ex-Army Personnel of U.P., and Rs. 25 for PH candidates of U.P. Dependents of freedom fighters, women and skilled players again pay according to their original category.

Selection Process and Exam Pattern

The selection has two examination stages. The Preliminary Examination is held at various centres in the districts of U.P. and works as a filter. Based on its result, fifteen times the number of vacancies are declared successful for the Main (Written) Examination. The final selection is made on the total marks obtained in the Main Examination alone. Dates and centres will be informed through the e-Admission Certificate, and no change of centre is permitted.

Preliminary Examination

Detail Information
Paper General Studies and General Hindi (General Word Knowledge and Grammar)
Type Objective type, single paper
Questions 200 (140 from General Studies and 60 from General Hindi)
Marks 1 mark per question, 200 in total
Duration 3 hours
Negative Marking One third (0.33) of the marks for each wrong answer

There are four options for each question. If a candidate marks more than one answer, it counts as wrong even if one of them is correct, and a blank question carries no penalty. Answers must be filled on the OMR sheet with a black ball point pen only, and the commission will not evaluate sheets with wrongly filled information or marks made with whitener, blade, pin or rubber.

The General Studies syllabus covers General Science, History of India, Indian National Movement, Indian Polity, Economy and Culture, Indian Agriculture, Commerce and Trade, Population, Ecology and Urbanisation, World and Indian Geography, current national and international events, general intelligence, and special knowledge of Uttar Pradesh. General Hindi covers opposites, sentence correction, one word for several words, words of same use and nature, nouns as defined by an adjective, and synonyms, with 10 items each.

Main (Written) Examination

Paper Subject Marks Duration
Paper I General Studies - I 200 3 hours
Paper II General Studies - II 200 3 hours
Paper III General Hindi and Composition 200 3 hours
Paper IV Hindi Essay 200 3 hours

Papers I and II are descriptive, with 20 questions each: ten short answer questions of 8 marks (75 words each) and ten long answer questions of 12 marks (125 words each). Paper III has 8 questions, some with internal choices. Paper IV has two essays, one of 80 marks (800 words) and one of 120 marks (1200 words), with one essay chosen from each of two sections.

Paper I covers Indian history, art and culture, Indian society, the geography of India and Uttar Pradesh, and environment and disaster management. Paper II covers Indian polity and constitution, governance, and economy and agriculture. The notice also lists ethics and integrity, current affairs and science and technology topics, while Paper III includes comprehension, official letter writing, translation, idioms, grammar and basic computer knowledge. Since the syllabus text is long, use the official appendix for topic-wise detail.

Research scholars of the Chief Minister Fellowship Programme get weightage marks in the Main Examination, which depend on the maximum marks of the paper and the years completed. For papers of up to 100 marks the weightage is 1, 2 or 3 marks for 1, 2 or 3 or more years. For 101 to 500 marks it is 1.5, 3 or 4.5 marks, for 501 to 1000 marks it is 2, 4 or 6 marks, and for more than 1000 marks it is 2.5, 5 or 7.5 marks.

Minimum Qualifying Standard

SC and ST candidates must score at least 35 percent, and candidates of other categories at least 40 percent, in the Preliminary and Main examinations to be placed in the merit or select list.

How to Apply for UPPSC Samiksha Adhikari and Sahayak Samiksha Adhikari Posts

The commission accepts applications only online. Anything sent through another medium will not be accepted. The process has four stages in the notice, which can be followed in these steps:

  1. Get your One Time Registration (OTR) number from the commission's OTR portal at least 72 hours before you plan to submit the application, unless you already have one.
  2. Open the commission's website, go to All Notifications/Advertisements, and choose the online advertisement for this recruitment.
  3. Click Apply, then Authenticate with O.T.R., and select Yes when asked whether you have completed your O.T.R. registration.
  4. Enter your OTR number and authenticate with the OTP sent to your registered mobile number or email ID, or with your OTR password. Your personal details load automatically, and you fill in only the qualification details required for the post.
  5. On the Applicant Dashboard, click Submit Details under Application Part-2 against the applied post and choose Yes or No for each preferential qualification.
  6. In the Fee Confirmation Window, click Yes to reach the SBI MOPS page, pay by net banking, card or other payment modes, and print the Payment Transaction Slip. If the payment fails, log in to the Candidate Dashboard and use Pending Payment.
  7. Check the application form shown on screen, submit it, and keep a printout safely. If you need to change your qualification details, you can modify the application only once, up to 3 December 2026.

Keep soft or hard copies of every stage: OTR, fee payment, final submission and any correction. The commission may ask you to produce the printout if there is a discrepancy, and without it your request will not be accepted. If you face a problem in the online application, you can send your query to the commission's mail box. Always quote the examination name, advertisement number, OTR number, application ID, name, date of birth and father's or husband's name in any communication.

Rules That Can Cancel Your Candidature

The notice is strict about errors, and most of the warnings come down to a few points. Category, sub-category, domicile, gender, date of birth, EWS, creamy layer, name and address are treated as valid only as claimed up to the last date or the modification date, and no change is entertained afterwards. A form can be rejected if it is not on the prescribed format, if the date of birth is missing or wrong, if the candidate is overage or underage, if the minimum qualification is missing, or if the declaration is unsigned.

Wrong information that cannot be backed by documents can lead to debarment from this and future examinations for up to five years. Submitting forged documents leads to a permanent debarment from all UPPSC selections, along with action under the Bharatiya Nyaya Sanhita. The Uttar Pradesh Examination (Prevention of Unfair Means) Act, 2024 applies to this examination. Candidates are admitted provisionally after a summary check, so an ineligible candidate can be removed at any stage, even after recommendation.

After the Preliminary Examination

Do not send hard copies of the application or documents at the Preliminary stage. A separate press communique will say when to send a hard copy of the online application with self-attested copies of marksheets and certificates. For the Main Examination, the date of birth is accepted only as entered in the High School Certificate, which must be attached, and candidates serving under the Central or State Government must produce a No Objection Certificate from their employer. The same roll number allotted for the Preliminary Examination will be used for the Main Examination. Candidates selected for appointment will undergo a medical examination as required under the rules.

Candidates who claim reservation or age relaxation need a certificate from the competent authority in the format given in Appendix-1 of the notice. PH candidates must have a certificate of their sub-category issued by the prescribed medical officer and countersigned by the Chief Medical Officer, and the benefit is given only on posts identified for that sub-category.
