JKSSB JE Civil Online Form 2026 for 458 Junior Engineer Posts

JKSSB JE Civil Online Form 2026 - 458 Posts

The Jammu and Kashmir Services Selection Board has released Advertisement Notification No. 11 of 2026, dated 27 October 2026, and the JKSSB JE Civil online form 2026 will open on 30 November 2026. The Board is filling 458 Junior Engineer (Civil) posts through direct recruitment, 282 in the Jal Shakti Department and 176 in the Public Works (R&B) Department, and the last date to apply is 29 December 2026.

Last Date: 2026-12-29 23:59:00

What This Notification Is About

Two departments sent their indents to JKSSB, and the Board has bundled them into one advertisement. A candidate therefore deals with a single notice, a single set of eligibility rules and a single written examination, but the vacancies are listed under two separate item numbers. Applicants must choose the item or items they want while filling the form, and the final allotment is made on the basis of merit and the preferences the candidate has indicated.

Applications have not opened yet. The gap between the notice and the start date on 30 November 2026 is useful, because the notification is strict about certificates, names, dates of birth and cut-off dates, and several of those cannot be corrected once the form is submitted.

The date of 29 December 2026 is more than a deadline. It is the cut-off date against which your domicile, qualification, category certificate and age-related documents are all judged, unless the Board extends it.

Vacancy Details and Category-Wise Breakup

Annexure-A of the notification lists the posts as follows. Both items carry the same post name, cadre, pay level, qualification and selection criteria, so the only real difference is the department and the number of seats in each category.

Item No. Department OM SC ST-1 ST-2 OBC ALC/IB RBA EWS Total
266 Jal Shakti Department 113 23 28 28 22 11 28 29 282
267 Public Works (R&B) Department 71 14 18 18 14 7 17 17 176
  Total 184 37 46 46 36 18 45 46 458

The notification explains the abbreviations as Open Merit (OM), Scheduled Castes (SC), Scheduled Tribes (ST), Residents of Backward Areas (RBA), Economically Weaker Sections (EWS), Other Backward Classes (OBC), and residents of areas adjoining the Line of Actual Control or International Border (ALC/IB). The figures for Ex-Servicemen and Persons with Benchmark Disabilities are not given in the table, because horizontal reservation applies to the extent communicated by the indenting departments.

JKSSB also states that the number of posts can increase or decrease during or before the selection process, that it is not legally liable for such a change, and that the advertisement is subject to the outcome of any writ petition or O.A. pending before a court of law.

Who Can Apply

Domicile

Only candidates who are domiciles of the Union Territory of Jammu and Kashmir can apply. You must hold a valid Domicile Certificate, issued in the prescribed format by the competent authority, on or before the closing date of 29 December 2026. At Document Verification the original certificate will be checked, and it should be valid up to the cut-off date.

Educational Qualification

For both items the requirement is the same. You need one of the following:

  • A 3-year Diploma in Civil Engineering from a Government recognized institute
  • A University Degree in Civil Engineering from an Indian university
  • AMIE Section (A and B) from India

The qualification must be completed strictly on or before 29 December 2026. A candidate who claims an equivalent qualification must produce an Equivalence Certificate, or obtain equivalence from the competent authority when the Board asks for it, and the Board's decision on such cases is binding. Anyone whose qualification differs from what is prescribed can be rejected at any stage of the process.

Age Limit as on 1 January 2026

Age is calculated as on 01.01.2026, not on the closing date of the application. The notification gives both a maximum age and the permitted birth-date range.

Category Maximum Age (Years) Not Born Before Not Born After
OM 40 01.01.1986 01.01.2008
SC, ST-1, ST-2, RBA, ALC/IB, EWS, OBC 43 01.01.1983 01.01.2008
Physically Challenged Person 42 01.01.1984 01.01.2008

Ex-Servicemen who served in the Armed Forces may deduct that period of service from their actual age. If the resulting age does not exceed the maximum limit prescribed for the post by more than 3 years, the age condition is treated as satisfied. Even then, such a candidate should not be born after 01.01.2008.

Application Fee

The fee is Rs. 600. Candidates belonging to the SC, ST-1, ST-2, EWS and PwBD categories pay Rs. 500. Payment is accepted only online, through net banking, credit card or debit card.

The conditions attached to the fee are firm. An application without the prescribed fee is rejected and no representation is entertained. The fee is not refunded under any circumstances and is not adjusted against any other examination. For an excess payment, the notification asks candidates to write to the Board's official grievance e-mail ID given in the notice, and no chargeback request is entertained.

Pay Level

Both items carry Pay Level-6 with a pay band of 35400-112400. The posts belong to the UT cadre, and appointment and service conditions follow the rules and regulations of the Government of the Union Territory of Jammu and Kashmir.

Reservation Rules You Should Read Before Applying

Reservation follows the category-wise breakup conveyed by the indenting departments and the Jammu and Kashmir Reservation Act and Rules, as amended from time to time. Three points deserve special attention.

  • A candidate claiming a reserved category needs a valid Category Certificate as on the cut-off date and must upload it with the online application. No further chance to upload a document is given afterwards.
  • A certificate in any format other than the prescribed one is not entertained, and the application can be rejected summarily.
  • A claim based on an invalid, false or forged certificate leads to debarment from Board examinations, along with penal action.

Horizontal Reservation for Ex-Servicemen and PwBD

Horizontal reservation cuts across the vertical categories, and selected candidates are placed in the appropriate category after adjustment. For Ex-Servicemen it applies to posts paying up to Level-6E (35900-113500). Under S.O. 361 of 2021, an Ex-Serviceman who has already used this benefit on joining a post cannot use it again for any later employment. An ESM candidate must submit an affidavit sworn before a 1st Class Judicial Magistrate at the time of document scrutiny, along with a Certificate in Form XIV as provided in Rule 18 of the Jammu and Kashmir Reservation Rules, 2005.

Selection Process and Exam Pattern

Written Examination

Selection for both items depends on merit in the written/OMR examination alone. There is no separate interview or skill test mentioned in the notification. The paper will be objective type with multiple choice questions, set in English only. Every wrong answer carries negative marking equal to one-fourth of the marks assigned to that question.

The notification does not state the number of questions, total marks or duration, and the syllabus will be published separately on the JKSSB website. Until then, candidates can only prepare on the basis of the Civil Engineering diploma or degree they already hold.

Admission to the Exam

JKSSB does not scrutinise every application in detail before the written test, so candidature is accepted only provisionally. Roll numbers and admit cards are issued to candidates whose applications appear to be in order, but this does not create a right to later stages if a problem with identity, qualification or eligibility comes to light. Roll number slips are not sent by India Post, so candidates must keep checking the official website.

Document Verification

Shortlisted candidates appear before a Document Verification Committee with original documents and a self-attested photocopy of each document and of the online application form. The Board calls this the most important stage. A candidate who does not appear, or cannot produce the required originals on the scheduled date, will not be considered for selection. No TA or DA is paid for the written test or for Document Verification.

How to Apply for JKSSB Junior Engineer (Civil) Posts

The Board will publish the detailed filling instructions and the portal details on its website separately, and accepts applications in online mode only. The steps below follow what the notification requires.

  1. Check that you meet the conditions before the form opens: Jammu and Kashmir domicile, a Diploma, Degree or AMIE qualification in Civil Engineering, and an age within the limit as on 01.01.2026.
  2. Arrange your documents in advance, including the Domicile Certificate, the Category Certificate in the prescribed format valid on 29 December 2026, your matriculation certificate and your qualification certificates.
  3. From 30 November 2026, visit the JKSSB website and look for the online application portal and the separate filling instructions that the Board will publish there.
  4. Fill in the online form carefully, writing your name, date of birth, father's name and mother's name exactly as given in your matriculation certificate, and select the item number or numbers you are applying for.
  5. Upload your live photograph, signature, Category Certificate and self-attested qualification certificates in the size and PDF format the portal asks for.
  6. Pay the application fee online through net banking, credit card or debit card: Rs. 600, or Rs. 500 for SC, ST-1, ST-2, EWS and PwBD candidates.
  7. Review every entry, submit the form, note the application number and keep a printout to carry to Document Verification. Do not send a hard copy to the Board's office.

Each candidate may submit only one application for the same item number. If more than one is detected for the same item, the latest application is considered, and a candidate who appears in the exam more than once for the same item faces cancellation and debarment. Requests to change preferences for cadre or department are not entertained.

Documents to Keep Ready

For the Online Form

  • Live photograph and signature, with the signature size given as 10 KB to 20 KB
  • Category Certificate, maximum 200 KB in PDF format
  • Self-attested qualification or experience certificates, maximum 200 KB in PDF format, as required for the post

A blurred or illegible photograph or signature leads to summary rejection.

For Document Verification

  • Original documents and a self-attested photocopy of each, plus the printout of the online application form
  • Domicile Certificate, Category Certificate, Birth Certificate and qualification certificates, all legally valid on or before the cut-off date
  • Two recent passport size colour photographs, not older than six months and showing the date, with an original valid photo ID
  • Form XIV certificate and affidavit for Ex-Servicemen
  • A Bonafide Certificate in the Board's format, from the Controller or Registrar of the university, for candidates who hold a degree from a recognized university or institute outside the Union Territory of Jammu and Kashmir other than Central Universities

For the Exam Hall

Carry the printed admit card, at least two recent passport size colour photographs, and an original photo ID such as Aadhaar or e-Aadhaar printout, Voter ID, Driving License, PAN Card, Passport, a school, college or university identity card, or an employer ID card. Mobile phones, smart watches, smart glasses, AI enabled devices, pen drives and similar equipment are prohibited even in switched off mode, and the Board makes no arrangement to keep belongings safe.

Scribe and Compensatory Time for PwBD Candidates

Candidates with Benchmark Disabilities who hold a valid disability certificate may choose a scribe, compensatory time of 20 minutes per hour of examination, or both. To use these facilities the candidate must have applied as a PwBD candidate and must produce a certificate of physical limitation to write (Annexure-B) from a government medical authority, plus a Letter of Undertaking (Annexure-C).

  • The candidate arranges his or her own scribe.
  • The scribe cannot be a candidate for the same exam, a relative, or a student of the same centre.
  • The scribe must be of a lower educational grade than the candidate and must not hold more than the minimum qualification required for the post.
  • The scribe must bring an original valid photo ID.
  • Candidates using either facility should reach the centre at least one hour early.

If a candidate is caught acting as a scribe for another PwBD candidate, the candidature of both is cancelled. A fraudulent PwBD claim leads to debarment from the examination.

In-Service Candidates and Other Conditions

Candidates already in government service must send a printout of the filled online form through proper channel, with the certificate at the end of the form filled, signed and stamped. The Head of Department forwards it to the Office of the Secretary of the Board by or before the last date of Document Verification, and the candidate must also indicate in-service status while submitting the online form.

A few other conditions can affect your candidature:

  • Name, date of birth, father's name and mother's name must match the matriculation certificate exactly.
  • Changes or corrections in the form are not entertained once it is submitted and an application number is generated.
  • Candidates must agree to security screening, including physical frisking, metal detector scanning, biometric capture, facial recognition and Aadhaar authentication.
  • Any malpractice leads to cancellation and debarment from Board examinations for a period the Board considers appropriate.
  • The Board's decision on eligibility, rejection, centre allotment, results and merit lists is final and binding.
