The High Court of Delhi has invited online applications to fill 150 vacancies for the posts of Senior Personal Assistant and Personal Assistant, and to prepare a panel for future appointments. Selection is through a four-stage examination covering typing, shorthand, a descriptive paper and an interview, open to citizens of India and subjects of Nepal who meet the qualification, age and category requirements set out below.

Online applications are invited from citizens of India, or subjects of Nepal as per Government of India instructions, for the posts of Senior Personal Assistant and Personal Assistant, and for preparing a panel thereof.

Since there is no General category vacancy for Personal Assistant, all clauses in the notice pertaining to the General category apply only to Senior Personal Assistant.

Essential qualifications (as on 05.10.2026)

Senior Personal Assistant: Graduate from a recognised university, with shorthand speed of not less than 110 words per minute in English and typing speed of not less than 40 words per minute in English on computer, with good working knowledge of computers.

Personal Assistant: Graduate from a recognised university, with shorthand speed of not less than 100 words per minute in English and typing speed of not less than 40 words per minute in English on computer, with good working knowledge of computers.

Only candidates who possess the essential qualifications as on the last date of submission of online applications need to apply. All qualifications must be from a University/Institution/Board recognised by the Government of India or approved by government regulatory bodies, with the final result declared on or before the closing date. Candidates must submit a separate application, with the requisite fee, for each post applied for. No offline application will be accepted.

Age limit

The applicant's age should not be below 18 years and not over 32 years as on 1 January 2026 — that is, born not earlier than 2 January 1994 and not later than 1 January 2008. Date of birth is determined solely from the Matriculation/Secondary Examination Certificate or Mark-sheet, or an equivalent certificate; no subsequent request for change will be considered.

PwBD age relaxation applies to candidates with benchmark disability of 40% or more, within the categories for which the vacancy has been reserved. There is no upper age limit for persons already in regular service in this Court, subject to fulfilling the requisite educational qualification — this relaxation does not apply to candidates working in other government departments, PSUs, or Delhi District Courts.

Reservation

  • 15% posts for Scheduled Castes, 7.5% for Scheduled Tribes, 27% for Other Backward Classes (Non-Creamy Layer), 10% for Economically Weaker Section, and 4% for Persons with Benchmark Disability on a horizontal basis, subject to availability and orders of the Chief Justice. There is no reservation for Ex-Servicemen in Group A and Group B posts.
  • Reservation benefits follow the extant instructions/orders/circulars of the Government of NCT of Delhi and DOP&T, Government of India.
  • Candidates must hold relevant valid certificates (SC/ST/OBC/EWS/Non-Creamy Layer/PwBD, etc.) issued on or before the cut-off date, 05.10.2026, to claim a reserved category or age relaxation; otherwise the application is considered against Unreserved (UR) vacancies. The category selected at the time of application cannot be changed later.
  • OBC reservation is available only to candidates holding an OBC certificate issued by the Competent Authority of the Government of NCT of Delhi, for castes recognised as OBC by the Government of NCT of Delhi. A certificate issued for castes recognised by the Government of India (for central government posts) is not valid here. A Non-Creamy Layer (NCL) certificate is also required if the caste certificate was issued in a previous financial year, and must itself be issued in the current financial year 2026-27 (between 01.04.2026 and 31.03.2027) by the Competent Authority of the Government of NCT of Delhi.
  • Candidature remains provisional until certificates and documents are verified. Fraudulent claims of SC/ST/OBC/EWS/PwBD/ESM status lead to debarment from Delhi High Court examinations and legal action.
  • The crucial date for claiming SC/ST/OBC/EWS/PwBD status, or any other benefit such as fee concession or reservation, is the closing date for receipt of online applications, unless specified otherwise.
  • EWS reservation follows DoPT O.M. No. 36039/1/2019-Estt(Res) dated 19.01.2019 and 31.01.2019. Only candidates holding a valid Income and Asset Certificate on the last date of application submission are entitled to EWS reservation; appointment is provisional and subject to verification, with termination and legal action under the Bharatiya Nyaya Sanhita for a fake or false certificate.
  • PwBD candidates with a benchmark disability of 40% or more, of the type mentioned in this notice, are eligible for age relaxation and for relaxation in marks in the Main (Descriptive) Examination, subject to fulfilling the required criteria — but only for the specific disability category against which a vacancy has been reserved. Candidates with a disability for which no vacancy is reserved are not entitled to any relaxation in marks or fee, and are evaluated under the criteria of their respective category (General/SC/ST/OBC-NCL/EWS).
  • SC/ST/OBC-NCL/EWS/PwBD candidates who are selected on the same standard as General category candidates, and who appear in the general merit list on their own merit, are treated as General candidates. Where a relaxed standard is applied — for example in age limit or marks — such candidates are counted only against reserved vacancies.

Note: Only candidates who participate in and individually qualify every stage of the examination — including the Typing Test and Shorthand Test — will be considered for selection. No exemption from any stage is granted to any candidate, including PwBD candidates, given the working conditions and nature of duties involved. There is no provision for a scribe or compensatory time at any stage for PwBD candidates.

Mode of selection

Senior Personal Assistant

Candidates appear for an English Typing Test, an English Shorthand Test, a Main (Descriptive) Examination, and an Interview.

Stage Details
Stage I — English Typing Test (Qualifying) 10 minutes' duration on computer; minimum speed 40 words per minute, measured on a "characters with space" basis. Permissible mistakes: 3% of total words typed. Only qualifying candidates proceed to Stage II.
Stage II — English Shorthand Test (120 Marks) Speed of 110 words per minute; a 550-word passage is dictated over 5 minutes, followed by 45 minutes to transcribe it on computer (no extra reading time). Permissible mistakes: 5% of words dictated (27.5 mistakes). Four marks are deducted per full mistake and two marks per half mistake; a candidate with exactly 27.5 mistakes scores 10 marks, and more than 27.5 mistakes disqualifies the candidate. Each candidate gets two dictation-transcription attempts; the better of the two counts. Only qualifying candidates proceed to Stage III.
Stage III — Main (Descriptive) Examination (100 Marks, 120 minutes) Covers Essay (250 words, 40 marks), Letter Writing (15 marks), Grammar & Comprehension Passage (25 marks), and Translation (Hindi to English, 10 marks; English to Hindi, 10 marks). Minimum passing marks: 50% (50/100) for General category, 45% (45/100) for Reserved Category including PwBD. Only qualifying candidates proceed to Stage IV.
Stage IV — Interview (15 Marks) Maximum 15 marks; there is no minimum qualifying mark for the interview.

Personal Assistant

The same four stages apply, with these differences in Stage II:

Stage III — Main (Descriptive) Examination (100 Marks, 120 minutes) Same structure as above: Essay (40 marks), Letter Writing (15 marks), Grammar & Comprehension (25 marks), Translation (10+10 marks). Minimum passing marks for Reserved Category (including PwBD) is 45% (45/100).
Stage IV — Interview (15 Marks) Maximum 15 marks; no minimum qualifying mark.

The final select/merit list is prepared by adding the marks secured in Stage II (Shorthand Test), Stage III (Main Descriptive Examination) and Stage IV (Interview). Stage I (Typing Test) is qualifying only and does not count towards the merit list.

Ties are resolved, in order, by:

  1. Marks obtained in Stage II (English Shorthand Test)
  2. Marks obtained in Stage III (Main Descriptive Examination)
  3. Marks obtained in Stage IV (Interview)
  4. Date of birth — the older candidate is preferred

Fees can be paid via UPI, net banking, or credit/debit card. The fee, once paid, is non-refundable and cannot be adjusted against any other examination or selection. An application without the prescribed fee is summarily rejected, and no representation against such rejection is entertained. Submission is considered successful only once the candidate generates the Confirmation Page after fee payment.

How to apply

  1. Register for the online application using a valid email ID and mobile number, and note the system-generated registration/application number for future reference.
  2. Fill the application form online at www.delhihighcourt.nic.in.
  3. Candidates already in Government Service must intimate their Department/Office and produce a No Objection Certificate at the Document Verification/Interview stage, if declared successful in the earlier stages.
  4. Upload a scanned colour passport-size photograph in JPEG format (100KB to 200KB), no more than three months old from the date of publication of the Notice, with dimensions of about 3.5cm (width) by 4.5cm (height), without a cap, mask or spectacles, showing at least 3/4th (75%) face coverage, taken looking directly at the camera with both ear lobes visible.
  5. An improperly uploaded photograph will lead to cancellation of candidature.
  6. Capture of a live photograph, via webcam or mobile device, in good lighting, is mandatory for application submission. This live photograph must match the uploaded passport-size photograph; a mismatch will block further progress in the application process.
  7. Upload a left-hand thumb impression in JPEG format (50KB to 200KB); the right-hand thumb impression may be used if the left is unavailable.
  8. Upload a scanned signature in JPEG format (50KB to 150KB). Illegible or blurred signatures, or a full name typed in capital letters in place of a signature, will lead to rejection.
  9. The last date and time for submission of online applications is 05.10.2026 (2300 hours). Candidates are advised to apply well before the closing date, to avoid difficulty logging in due to heavy website load near the deadline — Delhi High Court is not responsible for failures to submit for this or any other reason beyond its control.
  10. Check that all details in the form are correct before final submission.

Correction window (12.10.2026, 1100 hours to 14.10.2026, 2300 hours)

  • After the closing date, a three-day window allows candidates to correct or modify their application and resubmit it — except that Name, Category, Date of Birth and Mobile Number cannot be changed.
  • Candidates may correct and resubmit up to two times during this window; no further corrections are allowed after that.
  • Only candidates whose completed online application, with the requisite fee, was received within the original application period may use the correction window.
  • The latest modified application is treated as the valid one; any earlier submission by that candidate is cancelled.
  • A correction fee of Rs. 200 applies the first time a candidate corrects and resubmits, and Rs. 500 the second time, for all candidates regardless of gender or category. This fee is payable online only (UPI/net banking/credit or debit card) and is non-refundable.
  • No change, correction or modification is permitted after the correction window closes, under any circumstances — requests made by post, fax, email or by hand will not be entertained.

General instructions

  • Delhi High Court reserves the right to alter the number of vacancies, modify the examination process, and fix minimum cut-off marks, without assigning any reason.
  • The Court's decision is final on all matters relating to eligibility, acceptance or rejection of applications, penalty for false information, the mode of examination, allotment of examination centres, and selection and appointment.
  • Appearing in the examination does not imply that a candidate's eligibility has been verified — eligibility is subject to final verification by the competent authority, and candidates are personally responsible for confirming their own eligibility before applying.
  • The medium of examination is English only.
  • Name, date of birth, and parent's/spouse's name must be entered exactly as recorded in the matriculation certificate, or candidature may be cancelled at document verification or any later stage.
  • Correspondence will be made via the registered email and mobile number, so these must be correct and active.
  • At every stage of the examination, candidates must carry two copies of the same passport-size photograph uploaded in the application, plus one original photo ID (Aadhaar/E-Aadhaar printout, Driving Licence, Voter ID, PAN Card, an institutional or employer ID, ESM Discharge Book, or another government-issued photo ID) — failing which they will not be permitted to appear. If the photo ID does not show date of birth, an additional original DOB proof must also be carried.
  • No scrutiny of eligibility is undertaken before the Document Verification/Interview stage — candidature is accepted only provisionally until then, and any claim not substantiated by supporting documents leads to cancellation, with the Court's decision being final.
  • Educational qualification and reservation criteria must be met, and PwBD disability certificates must be issued, on or before the last date of submission of online applications.
  • Candidates must produce true copies of documentary proof — date of birth, qualifications, address, reservation, disability, relaxation, NOC, and (for the relevant categories) valid caste, NCL and income certificates — whenever demanded; failure results in cancellation of candidature.
  • Nepalese subjects must hold a certificate of eligibility issued by the Government of India, and an appointment offer will be made only once that certificate is in place.
  • Disability certificates issued under the Rights of Persons with Disabilities (RPwD) Act, 2016 are valid for the period specified in the certificate.
  • The Court may cancel part or all of the examination process for administrative reasons, unfair means, cheating, or other irregularities.
  • Any malpractice — cheating, impersonation, false statements, forged documents, possession of written material or electronic gadgets, misbehaviour, or use of force against examination staff — leads to rejection of candidature and permanent debarment from future Delhi High Court recruitment, besides legal action.
  • Candidates must disclose any pending criminal proceeding or FIR against them; concealment may disqualify them.
  • Fake or fabricated applications misusing another person's name or photograph make the candidate, or the cyber café used, liable for legal action under cyber/IT law.
  • Candidature remains entirely provisional; issuance of an admit card, or appearance in any test or interview, does not by itself entitle a candidate to appointment.
  • Candidates should download and keep their Confirmation Page, application form, admit card and score card for future reference, and should not send a printout of the application to the High Court.
  • There is no provision for re-evaluation or re-checking of scores at any stage.
  • The examination schedule in this notice is tentative; any change will be communicated only through the Delhi High Court website.
  • No TA/DA is payable for appearing in any Skill Test, Written Test, or Interview.
  • Selected candidates should be prepared to work at odd hours and on holidays, if required.
  • No correspondence by post, fax or email regarding change of examination date, eligibility criteria, documentary proofs, or the timing of results/interviews will be entertained — candidates should check the Delhi High Court website (Public Notice — Recruitment — Job Openings) regularly for updates.

Duties and responsibilities

Per Annexure-A of the notice, Senior Personal Assistants and Personal Assistants are responsible for:

  • Reporting to office punctually and maintaining discipline and professional conduct at all times.
  • Remaining at their assigned seat during office hours, leaving only with the prior permission of the Hon'ble Judge or the Private Secretary, and wearing the prescribed uniform while on duty.
  • Taking dictation of court proceedings, orders, judgments and other official matters as directed, and transcribing them accurately and promptly.
  • Checking all transcribed or typed documents for accuracy and completeness before submission.
  • Ensuring signed orders and judgments are authenticated, digitally signed where required, and uploaded to the designated server, with a register maintained of such uploads.
  • Assisting the Private Secretary with secretarial and administrative work to keep the judge's office running smoothly, and stepping into the Private Secretary's role during their absence or as directed.
  • Keeping safe custody of administrative files, briefs, paper books, judicial records and personal papers entrusted to them, and ensuring proper tagging and placement of signed orders in case files.
  • Coordinating with the Court Master, Registry and other branches for the timely movement of case records and official files.
  • Maintaining absolute confidentiality of judicial proceedings, draft judgments and other sensitive information, and securely handling electronic records, passwords and storage devices, preventing any unauthorised access or misuse.
  • Uploading, retrieving and managing official documents and judicial records through the Court's electronic systems, and liaising with Registry branches for records and compliance with the judge's directions.
  • Performing other secretarial, judicial, administrative or ancillary duties as assigned, including work beyond normal office hours, on holidays, or at the judge's residence where required.

These duties are illustrative and inclusive, not exhaustive — Senior Personal Assistants and Personal Assistants may be assigned any other related duty by the Hon'ble Judge or Private Secretary from time to time.
