Eligibility Criteria for Haryana D.El.Ed Admission 2026

Who Can Apply

  • The admission is open to bonafide residents of Haryana and outside Haryana (as per CWP No. 21169 of 2024 of Hon'ble Punjab and Haryana High Court, Chandigarh).

Educational Qualification

(I) D.El.Ed. (Diploma in Elementary Education)

  • Candidates must have passed Senior Secondary (10+2) with at least 50% marks from Board of School Education Haryana, Bhiwani or an equivalent board, with five subjects including English as a compulsory subject.
  • SC, BC, and Differently Abled candidates get a relaxation of 5%, so they need at least 47.5% marks at the 10+2 level.
  • Candidates must have passed Matric with Hindi or Sanskrit.

(II) D.El.Ed. (Urdu) - Diploma in Elementary Education (Urdu)

  • In addition to the above qualifications, the candidate must have passed Urdu in Secondary (10th class) Examination from Board of School Education Haryana, Bhiwani or an equivalent board.

Important: All eligibility conditions must be fulfilled on the last date of counseling. A candidate with higher qualifications will not get any additional benefit. Eligibility is verified at the time of admission.

Admission Procedure and Merit List

The Merit List will be prepared purely on the basis of percentage of marks obtained in 10+2 examination, stream-wise. There is no entrance examination for this course.

Stream-Wise Subject Requirements (Five Subjects Required)

  • Science Stream: English (compulsory) + at least three subjects from Physics, Chemistry, Mathematics, Biology, or one Science stream subject as defined by BSEH Bhiwani.
  • Commerce Stream: English (compulsory) + at least three subjects from Business Studies, Accountancy, Mathematics, Economics, or one Commerce stream subject as defined by BSEH Bhiwani.
  • Arts Stream: English (compulsory) + any four subjects of Arts stream as defined by BSEH Bhiwani.
  • Vocational Stream: English (compulsory) + all other basic subjects in Vocational Institutes affiliated by BSEH Bhiwani, or any Technical Diploma approved by Technical Education Department Haryana, or 12th with NSQF from BSEH Bhiwani.

Note: Candidates must apply in the correct stream as per their 10+2 subject combination. Wrong stream selection will lead to cancellation of candidature.

Documents Required at the Time of Admission

Candidates must bring all original certificates along with attested photocopies at the time of admission. The required documents include:

  • Copy of Online Application Form and Allotment Letter
  • 10+2 / Senior Secondary certificate from BSEH Bhiwani or equivalent board
  • Secondary (10th) certificate as proof of age and Hindi/Sanskrit subject
  • Reserved category certificate issued by competent authority (Deputy Commissioner / Tehsildar / Naib Tehsildar)
  • For D.El.Ed. (Urdu): Certificate showing Urdu as a subject in 10th class
  • Good conduct certificate from the Principal of the last attended institution or any Gazetted Officer of Haryana
  • Haryana residence certificate (for reserved category candidates)
  • SC certificate from Tehsildar / Naib Tehsildar (for SC candidates)
  • BCA / BCB certificate from Tehsildar / Naib Tehsildar (for BC candidates, must indicate no Creamy Layer)
  • PHC / Blind certificate from Civil Surgeon (minimum 40% disability required for reservation benefit)
  • Freedom fighter benefit: Certificate from Chief Secretary Haryana + relationship certificate from Deputy Commissioner

Note: Candidates must apply separately for D.El.Ed. and D.El.Ed. (Urdu). Also apply separately for village seats and other seats if required. Incomplete forms will not be captured by the system.

General Rules and Important Points

  • Admission made at the institute level is not valid (except for minority institutes). Only online counseling allocations are valid.
  • During the 2-year course, candidates cannot pursue any other regular or private study at any college, institution, or university simultaneously.
  • Candidates must attend a minimum of 200 working days per year (excluding examination and admission days).
  • Once the institution is allotted in counseling, it is final. The candidate will not be entertained in further counselings. Migration can be applied within 40 days of the last counseling closing date.
  • False or fake information at any stage will lead to cancellation of candidature and legal proceedings.
  • All legal disputes are subject to the jurisdiction of Gurugram courts up to the Session Court level.
  • The registration and counseling fee is non-refundable under any circumstance.

Village Seats (Special Quota)

Five seats as Village Seats (VS) are available in each of the following Government Elementary Teacher Training Institutes (GETTIs) for candidates who permanently belong to the village where the institute is located and whose Panchayat has donated land/building for the institute:

  • Tau Devi Lal Memorial College of Education, Manana, Panipat (Self-Finance Institution with Village Seats)

Note: Candidates not belonging to the above villages should not apply for village seats. Candidates belonging to these villages must fill a separate application form if they also wish to be considered for other seats.
