UPSSSC Regional Youth Welfare Officer Online Form 2026 : 412 Posts

The Uttar Pradesh Subordinate Services Selection Commission (UPSSSC), Lucknow, has released Advertisement No. 23-Pariksha/2026 for the UPSSSC Regional Youth Welfare Officer and Exercise Trainer online form 2026. The Main Examination (PET-2025) recruitment covers 412 posts under the Directorate General, Youth Welfare and Prantiya Rakshak Dal, Uttar Pradesh: 368 for Kshetriya Yuva Kalyan Evam Pradeshik Vikas Dal Adhikari (Regional Youth Welfare and Provincial Development Dal Officer) and 44 for Vyayam Prashikshak (Exercise Trainer).

The most important thing to know before anything else is that this is not an open application. Only candidates who sat the Preliminary Eligibility Test (PET) 2025 and have a PET-2025 score card issued by the Commission can fill the form. Who Is Allowed to Apply

The Commission follows a two-stage system, where PET comes first and the Main Examination second. For this recruitment, a candidate can apply only if they appeared in PET-2025 and the Commission has issued their score card. Candidates are shortlisted for the written exam on the basis of their normalised PET-2025 score, in order of merit.

Candidates with a zero, negative or lower actual score or normalised score in PET-2025 will not be shortlisted. Cases marked as Under Investigation or Provisional at the Commission level are allowed to apply provisionally, but their shortlisting and selection will depend on the outcome of that inquiry.

No application or fee is accepted after 6 November 2026. Your printout will not be available until the bank reconciles your fee, so the Commission advises that reconciliation be completed on 6 November 2026 or within seven days, that is by 13 November 2026.

No application fee is charged. Only an online process fee is collected, and it is the same across the four main categories.

Candidates from the freedom fighter dependent, ex-servicemen, women, divyang and outstanding sportsperson groups pay the fee of their original category among the four above. The examination fee for the Main Examination is separate. It is payable only by shortlisted candidates, before they download the admit card.

Payment can be made through credit card, debit card, net banking, UPI or an SBI e-challan. No other mode is allowed.

The posts have been re-identified to provide 4 percent horizontal reservation to persons with disabilities. The table lists no disability sub-category seats for the Dal Adhikari posts and zero Hard of Hearing seats for Vyayam Prashikshak. Disabled candidates must update their disability category or sub-category in the form. The Commission also notes that vacancy numbers can change as reservation rules are updated.

Eligibility and Age Limit

Dal Adhikari

Essential: a bachelor's degree from a university established by law in India, or an equivalent qualification recognised by the government. The equivalence is as per the Personnel Department order dated 19 July 2023.

Preference will be given to candidates who have any one of these:

  • A B.P.Ed or D.P.Ed from a recognised university or institution
  • Three years of service in the organisation as Block Commander, Halka Sardar or Dalpati
  • At least two years of service in the Pradeshik Sena
  • The National Cadet Corps B certificate

Vyayam Prashikshak

Essential: a bachelor's degree from a university established by law in India, or an equivalent qualification recognised by the government. In addition, a D.P.Ed or B.P.Ed from a recognised university or institution, or an equivalent qualification, is needed. The Higher Education Department letter dated 2 February 2024 treats B.P.E. or a bachelor's degree in physical education as equivalent.

Preference will be given to candidates who have any one of these:

  • A diploma in coaching in a relevant branch from Netaji Subhas National Institute of Sports (Patiala, Bengaluru, Kolkata), Lakshmibai National Institute of Physical Education (Thiruvananthapuram, Gwalior) or a comparable institute approved by the Government of India, or an M.P.Ed from a recognised university or institution
  • At least two years of service in the Pradeshik Sena
  • The National Cadet Corps B certificate

Candidates must hold the essential qualification and the relevant certificates by the last date of application, 6 November 2026.

Age Limit

A candidate must have completed 21 years and must not have reached 40 years of age on 1 July of the calendar year in which the vacancies were advertised. The upper limit is higher for SC, ST and other categories, by the number of years the government notifies. Employees of state services get a relaxation of five years in the maximum age. Chief Minister Fellowship researchers get relaxation in the age limit and preference as per the 2026 rules mentioned in the notification. The date of birth recorded in the High School or equivalent certificate is the only one accepted.

Selection Process

Selection is based on a written examination. The process runs in these steps:

  1. Candidates appear in PET-2025 and receive a score card.
  2. Candidates apply online for this recruitment using the PET-2025 registration number.
  3. The Commission shortlists candidates for the written exam from the normalised PET-2025 score. Category-wise, 15 times the number of advertised vacancies are shortlisted, including everyone tied at the final cut-off score, which is counted up to two decimal places.
  4. Shortlisted candidates take the Main Examination, which is a written test.
  5. Candidates shortlisted on written exam marks take the physical measurement test and the physical eligibility test. Both are qualifying, and the merit list is prepared on the basis of written exam marks.

If the written exam is held in more than one shift or on more than one day, scores are normalised as per the Commission's notice dated 22 May 2019. The exam date will be announced later on the Commission's website. Candidates will also give their post preference at the time of document verification, and the Commission will allot posts as far as possible on the basis of availability, merit, qualification and age, with its decision being final.

Exam Pattern and Syllabus

The written exam is a single paper with 100 objective multiple-choice questions to be completed in two hours (120 minutes). Each question is worth one mark. There is negative marking of 25 percent, that is one-fourth of the marks, for every wrong answer.

What the Syllabus Covers

Part 1 is the widest section. Besides history, polity, geography and economy, it asks about road safety (including the Motor Vehicles Act, 2019 and the Good Samaritan concept), rules and achievements in sports such as athletics, judo, kabaddi, volleyball, badminton, wrestling, weightlifting, football, swimming and kho-kho, elementary human anatomy, environment and disaster management (including the Disaster Management Act, 2005, NDMA, SDMA, NDRF and SDRF), and reading data from graphs and diagrams.

Part 2 tests computer and IT knowledge, such as hardware and software, input and output, internet protocol and IP address, e-mail, MS-Word and MS-Excel, operating systems, social networking, e-governance, digital financial tools, cyber security, and newer areas like artificial intelligence, big data, machine learning and the Internet of Things.

Part 3 is about Uttar Pradesh: its history, culture, art, architecture, festivals, folk dances, literature, regional languages, tourism, geography, natural resources, economy, agriculture, industry, administration and recent achievements.

Physical Standards and Physical Tests

These tests take place only after the written exam, and only for candidates shortlisted from it. They are qualifying in nature.

Physical Eligibility Test for Dal Adhikari

Candidates must score at least 10 marks in each of the four events and at least 45 marks in total. A candidate who appears in only three events and still reaches 45 marks or more is also treated as qualified.

Physical Eligibility Test for Vyayam Prashikshak

This test is built around Indian exercise and gymnastics, and the minimum marks are set for each group of events.

How to Apply for Kshetriya Yuva Kalyan Evam Pradeshik Vikas Dal Adhikari and Vyayam Prashikshak

The application is online only, and a form sent by any other route is not accepted. Everything can be completed in a single sitting.

  1. Open the UPSSSC official website, go to the Live Advertisement segment on the homepage and read Advertisement No. 23-Pariksha/2026 fully before you begin.
  2. Confirm that you hold a PET-2025 score card, the essential qualification for your post and are within the age limit, as all of these are counted up to 6 November 2026.
  3. Log in using your PET-2025 registration number and the OTP sent to your registered mobile number or email.
  4. Check the personal details that appear automatically, such as your name, parents' names, domicile, category, EWS and horizontal reservation details, date of birth, gender, marital status and contact details.
  5. Select the post or posts you are applying for, choose Yes or No for the required educational qualification and enter the board or university name, year of passing, roll number, certificate date and marks details.
  6. Review your PET photo and signature, which cannot be changed, answer the question on preferential qualification, check the address, tick the declaration, enter the verification code and click Save and Submit.
  7. Pay the Rs. 25 online process fee by credit card, debit card, net banking, UPI or SBI e-challan, and ensure the payment is reconciled by 6 November 2026 or within seven days, that is by 13 November 2026.
  8. Download and print the application form once the fee is successfully reconciled. If the form does not appear, use the option Update Your Transaction ID by Double Verification on the homepage with your registration number.

If your fee payment fails, a Payment Acknowledgment Receipt (PAR) appears in place of the form. In that case, use the same Update Your Transaction ID by Double Verification option, then pay through the Application Fee Deposition option. For an SBI e-challan, download the challan, pay at any SBI branch, and then enter the challan details through the Double Verification option.

Correcting the Application Form

Corrections are possible only after the form is finally submitted, and only until 13 November 2026. Log in to the Applicant's Dashboard with your PET-2025 registration number, click Modify Application, enter the verification code and submit the OTP sent to your registered mobile number or email.

Only these details can be changed:

  • Correspondence address
  • Other personal details such as EWS and horizontal reservation category (DFF, disabled, ex-servicemen, gender, outstanding sportsperson and so on)
  • Details of essential or preferential qualification
  • Marital status

No other detail can be corrected, and separate requests for corrections are not entertained. Check every entry before final submission and keep a printout of the corrected form.

Rules and Conditions to Keep in Mind

  • Only one application may be made. If more than one is submitted, only the last submitted one is considered.
  • Reservation benefits are for domiciles of Uttar Pradesh. Others are treated as unreserved candidates.
  • A candidate claiming more than one reserved category gets only one concession, whichever is more beneficial.
  • EWS candidates need a certificate issued between 1 April 2026 and 6 November 2026, based on income for 2025-26 and valid for 2026-27, in the prescribed format. Family income should be below Rs. 8 lakh.
  • For women of Uttar Pradesh, only the caste certificate issued from the father's side is valid.
  • Ex-servicemen must have retired from service on or before 6 November 2026 to claim reservation.
  • Government employees must obtain a no-objection certificate from the employer and show it when the Commission asks.
  • Married male candidates with more than one living wife, and women married to such a man, are not eligible unless the Governor has granted an exemption.
  • Wrong or false information, a missing date of birth, being overage or underage, or lacking the essential qualification can lead to cancellation of candidature and debarment from future Commission exams.
  • Exam date, time and centre are given only on the admit card. They cannot be changed, and the Commission does not correspond personally with candidates.
