JKSSB MTS Online Form 2026 for 2863 Class IV and Sanitation Worker Posts
The Jammu and Kashmir Services Selection Board has released Advertisement Notification No. 09 of 2026, dated 01.09.2026, and the JKSSB MTS online form 2026 window runs from 05 October 2026 to 03 November 2026. The notice covers 2863 posts of Class IV (Multitasking Staff) and Sanitation Worker, sent to the Board by the General Administration Department on behalf of several departments of the Union Territory. If you hold Matric or 8th pass, carry a Jammu and Kashmir domicile certificate and fit the age limit, this is a large recruitment worth reading in full before you fill the form.
This guide walks through what the notification actually says: how the posts are split between UT, Divisional and District cadres, who can apply, what the fee is, how marks will be counted, and which mistakes the Board has warned can get a form rejected. Where the Board has not yet given a detail, such as the exam date or syllabus, we say so instead of guessing.

What This Recruitment Covers
Unlike a single-department drive, this advertisement bundles many small and large requirements into one notice. The posts belong to departments such as Agriculture Production (including Horticulture and Sericulture), Animal and Sheep Husbandry, ARI and Trainings, Culture, Estates, Floriculture Gardens and Parks, Higher Education, Home, Transport and Public Works (R&B). The indent reference given in the notice is from the General Administration Department, with the indent revised several times between 12.11.2025 and 10.07.2026.
Each department's posts are grouped by cadre, and every cadre carries its own item number in the annexure. This matters because the form is filled item-wise, and you are considered only for the items you tick and are eligible for.
- UT Cadre (Item 182): open to eligible domiciles across the Union Territory, 105 posts.
- Divisional Cadre (Items 183 and 184): Jammu Division with 1093 posts and Kashmir Division with 897 posts, 1990 in all.
- District Cadre (Items 185 to 204): 20 districts, from Anantnag to Udhampur, with 768 posts in all.

Where the Bulk of the Posts Sit
Public Works (R&B) Department accounts for the largest share, with 939 Class IV (MTS) posts in Jammu Division and 481 in Kashmir Division, which together make 1420 posts. The Department of Floriculture, Gardens and Parks has 199 posts in Kashmir Division. Sanitation Worker posts are fewer, adding up to 166 across the UT cadre (Estates 73 and Transport 2), Jammu Division (Estates 48 and ARI and Trainings 2) and Kashmir Division (Estates 37, ARI and Trainings 2, and one each in Horticulture and Animal and Sheep Husbandry). The remaining 2697 posts are Class IV (MTS).
The Board has also said that the number of posts may increase or decrease before the selection process ends, and that it is not legally liable for such variation. The advertisement is also subject to the outcome of any writ petition pending before a court.
Eligibility Criteria
Domicile
Only domiciles of the Union Territory of Jammu and Kashmir can apply. You must hold a valid Domicile Certificate in the prescribed format, issued by the competent authority on or before 03 November 2026.
Educational Qualification
| Post | Minimum | Maximum |
|---|---|---|
| Class IV (MTS) | Matric | 10+2 |
| Sanitation Worker | 8th Pass | 10+2 |
These limits come from S.O. 184 of 2020 read with SRO 99 of 2008 (for MTS) and S.O. 132 of 2022 (for Sanitation Worker). The notification is firm that a candidate with a qualification other than the one prescribed is not eligible and can be rejected at any stage. Shortlisted candidates must show original certificates proving they had the qualification on or before the cut-off date. If you rely on an equivalent qualification, you must produce an Equivalence Certificate, and the Board's decision on it is final.
Age Limit
Age is counted as on 01.01.2026.
| Category | Maximum Age | Not Born Before | Not Born After |
|---|---|---|---|
| OM | 40 years | 01.01.1986 | 01.01.2008 |
| SC | 43 years | 01.01.1983 | 01.01.2008 |
| ST-1 | 43 years | 01.01.1983 | 01.01.2008 |
| ST-2 | 43 years | 01.01.1983 | 01.01.2008 |
| RBA | 43 years | 01.01.1983 | 01.01.2008 |
| ALC/IB | 43 years | 01.01.1983 | 01.01.2008 |
| EWS | 43 years | 01.01.1983 | 01.01.2008 |
| OBC | 43 years | 01.01.1983 | 01.01.2008 |
| Physically Challenged Person | 42 years | 01.01.1984 | 01.01.2008 |
Ex-Servicemen may deduct their period of service from their actual age, and they satisfy the age condition if the resulting age is not more than 3 years above the maximum limit. They too must not be born after 01.01.2008. Separately, a five-year relaxation in the upper age limit is given to candidates who claim additional weightage as casual workers under the Jammu and Kashmir Appointment to Class IV (Special Recruitment) Rules, 2020.
Application Fee
| Category | Fee |
|---|---|
| General and other categories | Rs. 600 |
| SC, ST-1, ST-2, EWS and PwBD | Rs. 500 |
Payment is accepted only online through net banking, credit card or debit card. A form without the prescribed fee is rejected without any representation being entertained. The fee is not refunded in any situation and cannot be adjusted against another examination. For excess payment, the notification points candidates to the Board's grievance e-mail given in the notice, and it says chargeback requests will not be entertained.
Selection Process
Selection rests on a single objective written test, plus a small number of additional points that the Board allots under S.O. 184 of 2020 and SRO 404 of 2018. Shortlisted candidates then go through Document Verification. The notification does not describe any interview or physical test.
What changes by cadre is how many of the 100 marks come from the written test. The lower the cadre, the more weight goes to your home area.
UT Cadre
| Criteria | Marks |
|---|---|
| Written Test | 85 |
| Family member neither is nor has been in Government service (including PSUs, Boards and bodies substantially owned and controlled by the Government) | 05 |
| Widows, divorced women, judicially separated women and orphan girls (certificate by Tehsildar) | 05 |
| Casual worker engaged for five years or more (certificate countersigned by District or Divisional Head of the Office) | 05 |
| Total | 100 |
Divisional Cadre
| Criteria | Marks |
|---|---|
| Written Test | 80 |
| Candidate of the Home Division (as per Domicile Certificate) | 05 |
| Family member neither is nor has been in Government service | 05 |
| Widows, divorced women, judicially separated women and orphan girls | 05 |
| Casual worker engaged for five years or more | 05 |
| Total | 100 |
District Cadre
| Criteria | Marks |
|---|---|
| Written Test | 75 |
| Candidate of the Home District (as per Domicile Certificate) | 10 |
| Family member neither is nor has been in Government service | 05 |
| Widows, divorced women, judicially separated women and orphan girls | 05 |
| Casual worker engaged for five years or more | 05 |
| Total | 100 |
Here, family means only the spouse, brother, sister and parents of the candidate. Casual workers include daily rated workers, those engaged through a Hospital Development Fund or local fund, and adhoc, contractual or consolidated workers. Each of these claims needs a certificate from the competent authority, produced at Document Verification, or the candidature is considered without the additional weightage.
Merit-Cum-Preference Allocation
The Board will allot cadres and departments to successful candidates on the basis of merit and the preferences they have given, either in the online form or at a later stage. Once the allocation is notified, it is final and no request for change is entertained. If you do not give your preference fully or partly when asked, you are deemed to accept whatever allocation the Board makes.
Exam Pattern and Syllabus
The written examination will have objective-type multiple-choice questions, and the questions will be set in English only. Every wrong answer attracts negative marking of one-fourth of the marks assigned to that question. The notification does not give the number of questions, total marks or duration of the paper, and it says the syllabus will be notified separately on the official website. Until that happens, treat any syllabus circulating elsewhere as unofficial.
Reservation Rules You Should Not Ignore
Reservation follows the category-wise break-up conveyed by the indenting departments and the Jammu and Kashmir Reservation Act and Rules. Three points deserve special attention.
- Your reserved-category certificate must be valid as on the cut-off date and must be in the prescribed format. A certificate in any other format is not entertained, and the application can be summarily rejected.
- If a reservation or age relaxation claim cannot be backed with the right certificate at Document Verification, the candidature is considered under Open Merit.
- A claim based on an invalid, false or forged certificate leads to debarment from Board examinations along with penal action.
For Ex-Servicemen, horizontal reservation applies to posts carrying pay up to Level-6E (35900-113500). An Ex-Serviceman who has already used this benefit on joining a post cannot use it for later employment, and must submit an affidavit sworn before a 1st Class Judicial Magistrate along with a Form XIV certificate under Rule 18 of the Jammu and Kashmir Reservation Rules, 2005. If enough Ex-Servicemen are not available on the general standard, they can be selected on a relaxed standard to fill the quota.
How to Apply
The notification says the detailed instructions and the portal details will be placed on the Board's website separately, and that the form must be filled in online mode only. The steps below combine that with the conditions printed in the notice.
- Check that you meet the domicile, qualification and age conditions before you start: you need a valid Domicile Certificate of Jammu and Kashmir issued on or before 03 November 2026, Matric (or 8th pass for Sanitation Worker) as the minimum qualification, and an age within the limit as on 01.01.2026.
- Keep your Matric certificate beside you and enter your name, date of birth, father's name and mother's name exactly as printed on it, because a mismatch can lead to cancellation of candidature at Document Verification.
- From 05 October 2026, open the JKSSB website and follow the application instructions and portal details that the Board will publish separately.
- Choose only the item numbers you are eligible for and want to compete in, and fill in your cadre and department preferences if the form asks for them, since changes to preferences are not entertained later.
- Upload your live photograph and signature in the size of 10 KB to 20 KB each, making sure both are clear, because blurred or illegible images lead to summary rejection.
- Pay the application fee of Rs. 600 (Rs. 500 for SC, ST-1, ST-2, EWS and PwBD) through net banking, credit card or debit card.
- Review every field once more, submit the form, note the application number and take a printout to carry to Document Verification. Do not send the hard copy to the Board office by hand, post or email.
In-service candidates must also submit a printout of the form with the duly filled, signed and stamped certificate at the end of the form, sent through the concerned Head of Department, to the Secretary of the Board by or before the last date of Document Verification, and should indicate their in-service status while submitting the online form.
Documents to Keep Ready
You do not upload most certificates now, but you need them in original with a self-attested photocopy of each when you are called for Document Verification. Missing the DV date or failing to produce originals means you will not be considered for selection.
- Printout of the online application form
- Matric certificate and other educational certificates, valid on or before the cut-off date
- Domicile Certificate valid up to the cut-off date, in the prescribed format
- Reserved Category Certificate in the prescribed format, if you claim reservation
- Form XIV certificate and affidavit for Ex-Servicemen
- Bonafide Certificate in the Board's format, if your qualification is from a recognized institution outside Jammu and Kashmir (other than Central Universities)
- Certificates for additional weightage, if claimed
- Two recent colour passport size photographs (not older than six months, with date) and an original valid photo ID
- Proof of name change, if applicable: Gazette notification, divorce decree or death certificate of spouse, and newspaper cuttings as the case may be
No TA or DA is paid for the written test or Document Verification.
Scribe and Compensatory Time for PwBD Candidates
Candidates with Benchmark Disabilities who hold a valid disability certificate can opt for a scribe and, or, compensatory time of 20 minutes per hour of examination. To use this facility you must have applied as a PwBD candidate in the form, and you need to hand the following to the Observer on exam day:
- Application on plain paper
- Self-attested Person with Disability Certificate
- Certificate regarding physical limitation to write (Annexure-B), issued by a government Chief Medical Officer, Civil Surgeon or Medical Superintendent, and preferably from a specialist of the relevant stream
- Letter of Undertaking for using own scribe (Annexure-C)
- Admit card or roll number and contact number
- Self-attested qualification certificate of the scribe
- Photocopy of the scribe's photo ID signed by both the candidate and the scribe
You must arrange your own scribe. The scribe cannot be a candidate in the same exam, a relative, or a student of the same centre, and must hold a lower qualification than you, not more than the minimum required for the post. If the scribe's qualification is found to be different from what you declared, you forfeit your right to the post. The notification also advises reaching the centre at least one hour early.
Exam Day Rules and Warnings
- Roll number slips and exam details will not be sent by India Post, so keep checking the official website.
- Carry the printed admit card, two recent passport size colour photographs and an original photo ID such as Aadhaar, voter ID, driving licence, PAN card, passport, or a school, college, university or employer ID.
- Mobile phones, smart watches, smart glasses, AI-enabled devices, cameras, Bluetooth devices, pen drives and similar items are banned even in switched-off mode, and there is no arrangement to keep bags or valuables safely.
- Submission of the form implies agreement to security screening, including physical frisking, metal detectors, biometric capture, facial recognition and Aadhaar authentication.
- Any malpractice leads to cancellation of candidature and debarment from Board examinations.
- Candidature stays provisional throughout. An admit card does not give a right to the later stages if any discrepancy about identity, qualification or eligibility comes to notice.
When writing to the Board, mention your application form details, e-mail ID, mobile number, name, date of birth and the name of the examination, because communication without these is not entertained. The Board's decision on eligibility, rejection of applications, conduct of tests, merit lists and allocation is final and binding.
