Age is calculated as on the closing date of the online application. SC, ST, OBC-NCL and PwBD candidates who apply against unreserved vacancies get no age relaxation. Reserved category candidates who qualify only because of relaxation are considered for reserved seats of their own category. Relaxation for Government employees and Ex-servicemen follows Government of India rules, while IGNOU employees get relaxation as per the University's own recruitment rules.
Eligibility Criteria
All 12 posts share one educational requirement: B.E, B.Tech or M.Sc in CS/IT, or MCA from a recognised university or institute, with 55 percent marks or equivalent grade. What changes by grade is the length of experience, which must be post-qualification and gained in PSUs, universities, educational institutions, Government of India organisations or reputed IT organisations.
- Technical Assistant: at least 3 years of relevant experience
- Technical Manager: at least 5 years of relevant experience
- Assistant Director: at least 10 years of relevant experience
What Each Specialisation Looks For
LMS: Installation, configuration, customisation and administration of platforms such as Moodle, Canvas or Blackboard, plus e-content deployment, user management, access control and online assessment systems. For Assistant Director, the notification adds working knowledge of HTML, CSS, JavaScript, Java, MySQL or a similar database, MongoDB or a similar NoSQL database, API integration, Single Sign-On, Android and iOS app development, large-scale online examinations, and experience with MOOCs and SWAYAM.
Networking: Handling enterprise-level network infrastructure, HCI infrastructure, mini cloud management, Palo Alto and F5 technologies. Desirable experience includes routers, switches, VLANs, VPNs, wireless networks, and backup and disaster recovery. The Assistant Director list is longer and includes firewall management, data centre operations, virtualisation, GeM procurement and ICT support for SWAYAM PRABHA and webcasting.
Animator: Experience in 2D and 3D animation, multimedia content development, motion graphics, VFX, graphic design and video editing. Tools such as Autodesk Maya, Blender and Adobe After Effects are listed as desirable.
Game Designer: Game design and development, interactive multimedia applications, 2D/3D asset creation, UI/UX design for games, and game testing and deployment. Unity and Unreal Engine are among the desirable tools.
VR/AR Application Development: Virtual and augmented reality application development, interactive 3D content, immersive learning simulations and deployment. Tools like Unity, Unreal Engine, OpenXR, Vuforia, ARCore and ARKit are desirable.
Artificial Intelligence: Experience in one or more of AI application development, machine learning and deep learning, NLP and generative AI, data analytics, and AI-based automation or chatbots, using Python, TensorFlow, PyTorch, Scikit-learn or similar frameworks. LLMs, RAG, AI agents and MLOps are listed as desirable.
Each post also lists desirable certifications, such as Moodle Administrator, CCNA, Unity Certified or Google Professional Machine Learning Engineer. The notification says preference will be given to candidates holding one or more of them, so they are an advantage, not a requirement.
Nationality and Other Conditions
A candidate must be a citizen of India, a subject of Nepal or Bhutan, a Tibetan refugee who came to India before 1 January 1962 to settle permanently, or a person of Indian origin who migrated from the countries named in the notification to settle permanently. Candidates in the last three groups need a certificate of eligibility from the Government of India. Part-time, daily wage and visiting or guest faculty experience is not counted for shortlisting.
Technical Manager Promotion Rule
For the three Technical Manager specialisations that carry a promotion rule, the initial recruitment is 100 percent by direct recruitment. After the first cycle, 66-2/3 percent of posts will be filled by promotion from Technical Assistants with five years of regular service, and 33-1/3 percent by direct recruitment. The same rule is stated for all four Technical Manager posts, which means future direct openings in that grade will be fewer.
Selection Process
The notification does not fix a single selection pattern. IGNOU reserves the right to shortlist candidates on merit, experience, and a written or skill test, as the case may be, and it may set screening criteria if a large number of applications arrive. A computer-based test, written test, skill test or interview may be used. If a written test is held, test centre options and the syllabus will be activated on the IGNOU website, and the question paper may be in English only or in English and Hindi, with the English version final in case of dispute.
