A total of 122 vacancies are available for the post of Havildar Instructor (Adhinayak Anudeshak) at Level-4 pay scale in the Bihar Home Guard Service Cadre. The category-wise breakup is as follows:

Nationality

The applicant must be an Indian citizen. Male, Female, and Third Gender (Transgender) candidates can apply.

Educational Qualification

Candidates must have passed Intermediate (10+2) or an equivalent examination from a recognized board as on 01 August 2025. The qualification cut-off date is firm and no relaxation is available.

Selection Process - BPSSC Bihar Home Guard Havildar Instructor 2026

The selection for the Havildar Instructor post involves two stages:

Stage 1: Written Competitive Examination

Examination Structure / Syllabus

The written exam will cover the following subjects at Matriculation level:

• Hindi
• English
• Mathematics
• Social Science (History, Geography, Civics, Economics)
• Science (Physics, Chemistry, Zoology, Botany)
• General Knowledge and Current Affairs

Note: Candidates scoring less than 30% in the written exam will be disqualified from appearing in the Physical Efficiency Test. If the exam is conducted in multiple sessions, normalized (EquiPercentile Method) scores will be used for evaluation. The OMR sheet carbon copy will be retained by BPSSC for one year after the final merit list is published.

Based on written exam scores, candidates will be shortlisted for PET at a ratio of 5 times the advertised vacancies for each reservation category.

Stage 2: Physical Efficiency Test (PET)

The Physical Efficiency Test for the Havildar Instructor post follows the same pattern and standard as applicable for the post of Constable in Bihar Police. The PET carries a total of 100 marks and comprises three events:

Running (Maximum 50 Marks)

Males taking more than 6 minutes and females taking more than 5 minutes will be disqualified.

Shot Put (Maximum 25 Marks)

Males throwing less than 16 feet and females throwing less than 12 feet will be disqualified. Maximum 3 attempts are allowed in Shot Put and High Jump.

High Jump (Maximum 25 Marks)

Males jumping less than 4 feet and females jumping less than 3 feet will be disqualified.

Important: A candidate who completes the running event within the stipulated time but fails to meet the minimum qualifying standard in Shot Put or High Jump will be disqualified and will not be allowed to participate in other events. Candidates must qualify in each event separately.

Merit List and Final Recommendation

The final merit list (Cut Off) will be prepared exclusively on the basis of marks obtained in the Physical Efficiency Test (PET) - combining Running, Shot Put, and High Jump scores.

• In case of tie in PET marks, priority will be given to the older candidate (higher age).
• If age is also equal, the candidate with higher educational qualification will be ranked higher.
• If educational qualification is also equal, alphabetical order (English) of the name as per 10th board certificate will be used.
• Final selected candidates will be recommended by BPSSC to the Commandant-General, Home Guard and Fire Services, Bihar, Patna for appointment.

Medical Check, Character Verification, and Appointment

Before final appointment, all selected candidates will undergo a medical examination and character/antecedent verification as per the prescribed rules. If any adverse report is found or if a candidate has concealed facts, their candidature will be cancelled. Married female candidates found to be pregnant during the running/physical test will not be allowed to participate and will be declared ineligible on medical grounds. A declaration of non-pregnancy is required from married female applicants.

The entire selection process may take approximately 6 months to complete. Candidates must remain available for the written exam, physical test, and document verification throughout this period.

Reservation Rules

• Reservation benefits are applicable only to permanent residents (domicile) of Bihar state.
• Candidates from other states applying in reserved categories must mention themselves as Unreserved (General) candidates in the application form, failing which their candidature will be cancelled.
• 2% horizontal reservation is available for descendants (grandson/granddaughter/great-grandson/great-granddaughter) of Bihar State Freedom Fighters who receive a central government pension.
• 35% horizontal reservation for women is applicable only to women who are permanent residents of Bihar.
• Reservation benefits of the EWS category will be based on an income and assets certificate issued for financial year 2025-26.
